Relander encloses a letter and carbon copy for Glenn Smothers, with the PUD, but due to struggles while writing it, he is looking for Smothers' help. He feels that the Bureau of Indian Affairs is concerned that the Wanapums may sue, in the future. He explains that while there would be no suit, he can see there would be possible congressional action. The Wanapums are not litigious. He also discusses the treatment of burial sites, which is the primary subject of the second letter.en_US
