Abstract
Relander writes the Department of Justice to say, despite not having authority now, he would like to send in pertinent material. It is a thesis, which has made him ready for commentary, by reading it. If allowed, Relander says 20-30 hours would cover typescripting the thesis, and be very worthwhile.
