dc.description.abstract"Schools of the early days were supported partly by the state, partly by the county and, to some extent, by public subscription. There was much freedom allowed in the county superintendent of schools, who also was county treasurer, in the handling of funds. If one district needed money and another district needed it, it seemed a simple transaction to transfer the fund from one district to another."en_US
