"...This enactment institutes State civil and criminal legal jurisdiction of Indian areas in California, Minnesota, Nebraska, Oregon and Wisconsin and authorizes any other State to assume such legal jurisdiction of Indian areas, leaving the time and circumstances of this change of jurisdiction entirely to the State."
