dc.description.abstract"The proposition for calling a convention to frame a state constitution, preliminary to asking for the admission of Washington territory to the Union, was first submitted to the voters of the territory by an act of the legislature, session of 1868-69, providing for a ballot upon the question at the June election of 1869. Failing to meet the favorable consideration of the people at that time, it was again submitted at the general elections of 1872 and 1874 and each time defeated."en_US
