dc.description.abstract"It is with great reluctance that I feel constrained to occupy the valuable time and attention of the honorable secretary with such a petty subject and with equally as great pains that it is done in appeal from the action of the Departmental authorities but it has become proper to do so as in my judgment in consequence of my requisition for this material upon the Deputy Quartermaster General having been answered by instructions from the Department commander to use white wash for this purpose."en_US
