dc.description.abstractWilbur requested why the circular was sent out, asking for information on all "breech loading and magazine guns," since the Indians on the Yakama Reservation do not want to give such information. They fear their guns will be taken from them, as happened before. The response is that, "it is for the purpose of regulating the amount of metallic ammunition that licensed traders may be permitted to sell to Indians."
