Milroy, (having for some weeks the entire charge of the Agency devolved on him during the absence of Agent Milroy transferring Department property to his successor Agent Eely), that owing to the said pressure of Office and other work he was unable to devote the care and attention to the preparation of Agent Wilbur's accounts that he would have desired...."
