Abstract
"As the hostiles outnumbered our Indians two to one and I was afraid that a number of the Columbia River and a few of our Indians would join them and either compel the to others to join or kill them. (The present town of Pilot Rock was then called Alta. Hailey states that the hostile Indians expected the Umatillas and Yakimas to join them but were disappoined for these two tribes 'rendered efficient aid to the government by helping Gen. Howard)."
