Abstract
"In its early days California was democratic through and through, and though the whigs cast longing eyes on the fat places easily filled and put forth every legitimate effort and maybe some along other lines, it was of no avail. The Locos with John Bigler at their head and in the governor's chair laughed defiance and went merrily on realizing their security. In their straits the whigs looked around for some local issue or man that could lead them to success."
