Abstract
"Two years ago 19 special policemen were employed on the state fair grounds. This year the commissioners expect to get along with 17 employees all told and give fully as good service. The money heretofore expended for luxuries will be then paid out for the necessary expenses, premiums and prizes. There will be no place for favorites either political or personal."
