Abstract
"Yakima was a tough town the first year it was founded for it had no legal government and could incorporate only by special act of the territorial legislature, R. B. Milroy, court commissioner, recalls. A disorderly element followed the railroad building and by actual count 315 gamblers were in Yakima while the railroad contractor made headquarters here. The sheriff and two deputies were the only law enforcement officers in the county and the need was felt for further protection."
