Abstract

"Indian agent Jay Lynch says the newspapers have an erroneous impression regarding the building of a dam across the Yakima river by the N. P. Yakima and Kittitas Irrigation Co., where said river forms the boundary stream. He refrains from expressing any opinion on the subject until called upon by the department, but thinks the question under the existing treaty is: can the waters of the boundary stream be divided and appropriated without the consent of the Indians, when Indians have arrested and incarcerated in the Yakima county jail for obstructing this same stream?"
