Abstract
"The Employment Security Department began in 1933 when Congress passed legislation to create a national system of employment offices. Back in World War I there were some public employment offices that were scattered and in the larger centers. During the depression workers were moving around but there was no central point to go look for jobs. So the national system of public employment offices was set up."
