The contract creating the Regional Library did not dissolve the City Library or the County Library, nor was one unit annexed to the other. Instead, it created three library agencies: Yakima Public Library (City,) Rural County Library District (County) and the Yakima Valley Regional Library (YVRL). Each library agency had its own board of trustees.
