Date est."In this connection I may remark that there is a wide-spread belief that when in Washington last winter, Sarah Winnemucca secured from the Department a promise that the Piutes should be allowed their own option to return to Malheur reservation or remain where at present located. This has been published in all the papers of the coast, and repeated to the Piutes, substantially according to the memorandum given Sarah by the Department. I need not say that this has very much embarrassed me in all my plans for them, as in the absence of all official information on the subject I could neither confirm nor deny the rumor.
