Department of Interior official said it was without force. Purpose of the alliance, said the Indians, was to protect, recognize and enforce rights of the Indians to fish on both the Oregon and Washington shores of the Columbia River. George Dysart, assistant regional solicitor for the Department of the Interior said the Indians were 'playing, taking fancy titles purporting to speak for the tribes when in fact they have no authority whatsoever.'
