Per late Special Agent Dickson, "it is unfortunate that for years Congress did not heed the almost unanimous wish of the Indians, their agents, the Department, and in fact all who have any knowledge of the Indian question, and not only give the Indians a title to their homes, but also extend over them the protection of the same laws that govern and protect the whites."
