Abstract
"Probably no single factor has contributed so much to the advancement and progress of the community comprising the Kaweah River Delta, and including the area within and adjacent to the city of Visalia, as an abundant supply of irrigation water. The development of any agricultural area depends largely upon good soil, an ample supply of irrigation water at a reasonable cost and an energetic group of inhabitants, eager and willing to make the most of their opportunities."
