Abstract
"Navigation of the Columbia was the first consideration of the army engineers. Water power was a second consideration and irrigation was hardly considered but the young men of the Indian survivors have seen a comprehensive plan for development of the Columbia basin mature and start to bear fruit. They have seen power, irrigation, navigation, flood control and fisheries developed as a combined operations of the army engineers, several states and the government's bureau of reclamation, a constantly growing program adding an increasing number of projects, year by year, to reclaim land, make it vital with power and make it flower with water."
