"I am aware that a determined effort has lately been made to discover something in my management of the government herd at this agency, one which it would be possible to found some charge of mismanagement or something worse, but as such efforts have no shadow of foundation, outside the wish of those engaged in them, I am satisfied that they will fail of their purpose."
