Abstract
"The report estimates that there are about 3,000,000 acres of arid lands in the state and of these at least 1,000,000 acres can be profitably irrigated. Experience has demonstrated that irrigation under the control of the state is most economical and successful to the farmers and that when properly controlled, irrigated are the most profitable as yielding the greatest returns."
