"As an island is defined as a tract of land entirely surrounded by water, so may an Indian Reservation be described as a tract of land entirely surrounded by thieves. Too often the Indian superintendent, or agent, becomes the agent and co-partner of those who would plunder the Indians rather than attend to his duties as administrator of the affairs of the Indians themselves."
