"From the year 1878 until the year 1889 the admission of Washington to the Union never wholly ceased to be a living issue. At one time a bill passed both houses of congress admitting the territory with the northern counties of Idaho added to the federal sisterhood bit it was pocket vetoed by President Cleveland."
