Abstract
"The alarm had been sounded. The Pacific coast was seized with a war panic and convinced that there would be fighting on two fronts -- east and west.. Clamors for protection came from all parts of the nation. Postmaster General Montgomery Blair asked for men and guns to guard the Pacific steamers carrying mail and gold between San Francisco and Panama."
