"In December, 1842, the Secretary of War, in his report submitted to Congress with the President's message, urged the construction of military stations as a protection to the overland route to Oregon, 'if we intend to maintain our right to the territories on the Pacific belonging to us, which, it is supposed, does not admit of question.'"
