Abstract
"Meanwhile I trust you will in no way directly or indirectly encourage any expedition of hostile character on the part of the reservation Indians into the Snake Country as such a course is calculated only to disturb the quiet of the country and jeopardize the safety of the whites on the frontier as well as foment feelings of deadly hate among the Indians themselves wholly subservice to the peaceful and humane policy of our government toward the original race."
