Abstract
"What suggestion would you make respecting the government of these tribes so as to prevent clashing and inconvenient interference between local agents? Would it be better to effect removal into one or another jurisdiction to unit with the authority of the department, in the selection of the agents, each being charges with half of his salary or do you consider the different bands or any of them as sufficiently distinct to be treated separately?"
