Abstract
"I assure you that it is our desire to do right by the Wanapums, since they have been so cooperative. There must be some legal basis, however, for any action we take. Since I have very little knowledge of the legal rights of non-treaty Indians, will you please give this particular point some thought and, if possible, organize your thinking and set it down on paper for my benefit."
