Abstract

"In view of the Indians' concern that construction of the project may inundate their large burial ground and destroy other remaining evidence of their culture, it should be pointed out that no construction is authorized under a preliminary permit. Such a permit, if issued, would merely give the permittee, during the period of the permit, the right to priority of application for license while the permittee undertakes the necessary studies and examinations, including the preparations of maps and plans, in order to determine the economic feasibility of the proposed project, the means of securing necessary financial arrangements for construction, the market for the project power, and the securing of all other information necessary for inclusion in an application for license."
