Abstract
Promptly comply with circular requesting retiring officers to inform the Secretary of the Treasury of "any public funds to his credit" and "what checks, if any, he has drawn against the same which are still outstanding and unpaid," so the Treasury can withhold the proper amount from the fund, and pass on the rest "to the credit of the retiring officer."
