Abstract
Wilbur's report that he had "taken all the supplies we could take with 23 teams." He recommends the items he left, "cannot be taken by me, and in my judgment should be sold at the Agency. If sold at public auction I am persuaded there would be a combination of the bidders so not one half of the value would be obtained."
