Abstract

"In the publication of advertisements inviting proposals for supplies for their agencies, under proper authority from this Office, they shall insert therein, to-wit: 'All bids must be accompanied by a certified check upon some United States Depository, payable to the order of the Indian Agent, for at least five (5) per cent. of the amount of the proposal,' thereby protecting the Government again defalcation by bidders."
