Abstract

"Any institution which is authorized to and does receive deposits of money subject to be withdrawn by check, and in fact conducts a banking business, should be recognized as a bank under said rules (amended rules of August 12, 1902.) Certified checks upon such an institution, having a reputation of solvency, should be received."
