Abstract:
"President Roosevelt's first message to congress is an interesting document. In the main it is clear cut and forcible in style as befits the character of the man. For a new president accidently swept into his high office on a wave of chance he exhibits a wonderful grasp of public affairs and of the responsibility of his position."
