"I have been assigned a subject which requires taking a deep breath before making it: The political ramifications and the necessity of making the Northwest public aware of what must be done to keep our water resources. Maybe I could shorten that title a bit by telling you that I am going to talk about how the battle is shaping up in Congress on the question of raiding the Northwest of it's water."
