Issued by The Virginia Commission on Constitutional Government. "In selecting a title for this paper, the Virginia Commission on Constitutional Government has purposely given preference to the term, Federal Subsidies, over the more commonly used term, Federal Grants-in-Aid. We believe that the commonly used term is misleading because the word grant implies a gift. The implication is erroneous in this instance."
