Abstract
"This is my first report to you under the Employment Act of 1946. As a member of the Congress at that time, I was proud to vote for this historic Act. As your President today, I am proud to respond to its challenge - to its mandate 'to promote maximum employment, production, and purchasing power' within the framework of 'free competitive enterprise.'"
