Abstract
The bill states that since the Columbia River goes through several states, and also draws from Canada, decisions about it should be made by all states it impacts, and is impacted by. "At present, all policy decisions are made by Federal agencies; the people who live along the river's banks have no voice in their own future." See EPM-065-16-006 for the formal bill.
